OT indicative care packages for mental health Payment by Results

Mental health Payment by Results (PbR) has been recently introduced into mental health services in England and means providers are paid for packages of care rather than block contacts

Mental health service users are categorised into 20 care clusters according to their need using an adapted HoNOS assessment tool (Health of the Nations Outcome Scales) (Garnham et al 2010, Lee et al 2011).

Collaboration between eight mental health trusts with Queen Margaret University, Edinburgh and University of Illinois at Chicago has resulted in the development of 19 occupational therapy care pathways for working age adult and older people’s services. These are not intended to be prescriptive but provide a clinical tool for local mental health services seeking to build clinical engagement in the PbR process. They set out potential OT assessment, interventions and outcomes for service users in each of the clusters. They do not sit in isolation but inform the development of integrated care pathways. Occupational therapists are encouraged to pilot the care packages and use them strategically within their organisations.  They will also be of interest to managers, commissioners and other professionals seeking to develop similar pathways (DH 2011, Morley et al 2011).
